Director of Civil & Utilities Infrastructure:
The Director of Civil &Utilities Infrastructure provides senior leadership to advance Oelrich Construction’s strategic expansion in utilities and infrastructure work. This role is a key addition to the executive team, reporting directly to the Company President and serving as the sixth director level position within the organization.
Working cross-functionally with Business Development & Marketing, Preconstruction, and Operations, the Director will be responsible for identifying new infrastructure opportunities, ensuring projects are properly positioned and priced during preconstruction, and driving efficient, high quality execution through construction. The role leverages deep owner-side perspective to improve win rates, mitigate risk, and deliver exceptional outcomes for clients.
Key Responsibilities
Business Development & Marketing
- Leverage existing relationships with infrastructure owners and agencies to expand Oelrich Construction’s utility and infrastructure client base
- Support and lead pursuit strategies for CMAR and Design-Build delivery methods
- Provide strategic input on proposals and presentations, drawing on prior owner-side experience
- Serve as a key differentiator in proposals and actively participate in client presentations and interviews
Preconstruction
- Identify infrastructure related project risks and develop practical mitigation strategies
- Lead development of infrastructure sequencing and phasing plans
- Review and validate infrastructure schedules and constructability assumptions
- Ensure infrastructure scopes are complete and free of gaps in estimates
- Advise on preconstruction deliverables, staffing plans, general conditions, contingency, and fee structures based on owner expectations
Operations
- Anticipate and help resolve infrastructure-related challenges during construction
- Provide guidance to improve overall project execution, efficiency, and predictability
- Assist in resolving owner issues by applying an owner-side perspective
- Ensure project teams fully understand project history, client expectations, and strategic objectives
- Capture lessons learned and communicate feedback to Business Development and Preconstruction teams to continuously improve future pursuits
This position is critical to scaling Oelrich Construction’s utilities and infrastructure portfolio by aligning pursuit strategy, risk management, and execution excellence. The Director acts as a bridge between owner expectations and contractor performance, helping the company win the right work….and deliver it the right way.
